Gandalf, The Grey Pilgrim has an easy to understand card text, he simply draws a card. Is that good? Yes it is. Card advantage has always been a good thing in CCGs. The advantage here can be used in many ways. An extra card might be that companion or skirmish event you need. It can be the extra minion you need next turn, to set up a killer shadow turn. Its power and toughness are on par with most of the other Gandalfs, and its Aragorn signet allows healing by King in Exile and Hard Choice.
This Gandalf isn't really strong versus a single strategy, it's just an overall very useful tool.
Having him in the deck. Usually his ability comes out best when you start him.

This deck starts gandalf to create a shadow kill setup. Early Gandalf draws extra cards to build up a ashadow kill, he also allows Elrond to be played from turn 1 and set up an even more drawing engine.
The draw for Gandalf, The Grey Pilgrim happens at the start of the turn, and thus does not count under the rule of 4 cards per fellowship phase.
