This version of Frodo has a nice ability which is desirable if you're using a deck that doesn't need any specific version of Frodo, or a deck with many cards to play on Frodo. Most Fellowship Block decks contain at least a Hobbit Sword for Frodo, and preferably have Sting, Mithril Coat and O Elbereth Gilthoniel if they have those cards. All of these cards benefit from Frodo's ability, denying a small amount of twilight that your opponent might need to play a powerful minion. This ability also works on Stone Trolls, There and Back Again and Frodo's Pipe, and is effective on many other cards from later sets, including Brace of Coneys and Salt from the Shire. The Aragorn signet also makes this Frodo easier to heal, using either King in Exile or Hard Choice.
His Aragorn signet plus his twilight cost reduction make him a perfect candidate for These Are My People decks, replaying your used Frodo's Cloak for only and each Brace of Coneys for free to dispel burdens. Combine this with some copies of The Shire Countryside and you'll have also a strong healing machine that will sweep most or all wounds on your fellowship, making irrelevant the cost of exerting Aragorn twice to play that event.
