A rarely used incarnation of Nelya, this minion's ability is of dubious value at the best of times, and is hindered by the ruling that it can only be used in Fellowship Block. Since this minion is only useful when the Shadow Player's sites are not already in play (Which usually means that player is ahead on the path), its ability cannot be very effectively used with sites that benefit Free Peoples cards. In addition to this, the ability cannot be used with sites that trigger when the Fellowship moves to them (Such as Eregion Hills), since the opposing Free Peoples player will already be at such a site. However, in games of 3 or more players, the ability can be more useful, as there will be sites from many different players scattered along the path.
Ulaire Nelya's ability can be used effectively at sites such as Mithril Mine (In weapon-heavy Nazgul decks) or Ford of Bruinen. Since its ability affects sites anywhere on the path, it can also be effective at giving the player Lothlorien Woods for Uruviel, Maid of Lorien or switching to The Prancing Pony* (Or another favourable site 1) immediately after an opponent has left.
It is also worth noting that this ringwraith (Including most other versions of Nelya) is never naturally roaming, as its site number is 2.
