The first iteration of Ulaire Attea is ironically one of the strongest. Keeper of Dol Guldur's ability is very versatile, as it allows him to capitalise on any fragments of twilight the Free Peoples player makes, whether they be from maneuvers (Shoulder to Shoulder, Roll of Thunder), skirmish events (Mysterious Wizard, Flurry of Blows, Still Needed), responses (Lady of Rohan) or the later released followers. Expensive Free Peoples cards can become a liability, with Attea's generous limit of +5 only stopping him from progressing beyond strength 17. Since Attea is Fierce, he can consume up to 10 twilight per site, and so he can also be powerful against larger fellowships, which tend to make a lot of twilight. One limitation of Attea's ability is that it only helps himself, so there is nothing to stop the Free Peoples player from playing pumps against other Nazgul. He can also burn through potential twilight that might be needed for other Shadow cards, especially If the Free Peoples player double moves. Attea can also be weak against choke.
