Answer to All Riddles, outside of Fellowship block, is one of the most commonly-used One Ring variants. As the Ring-bearer does not often get into skirmishes (if it can at all be avoided), the two additional vitality can be incredibly useful for soaking up archery fire or exerting to use various abilities. The ability to dynamically add +2 strength when your Ring-bearer does need to skirmish also ensures you at least won't be caught completely unprepared.
The caveat with the Ring's ability, however, is that, first, you are guaranteed to have at least one burden from this skirmish (likely more if you were forced to assign him unprepared), and second, that it is a Skirmish ability and not a Response. This means you have to be extra careful against cards such as Saruman's Snows, as you will be unable to rely on the Ring's strength bonus in those situations.
