A staple card in wounding decks, Under the Watching Eye is often combined with Orc Bowmen and Hate to kill enemy Fellowships. Since the effect of the card stacks with each copy out, it can start to cause a lot of damage to the Fellowship whenever they move, and, unlike Orc Bowmen, its effect is not weakened by cards such as Hosts of the Last Alliance, Intimidate or Mithril Coat. This card also synergises with You Bring Great Evil (Prevents healing) and I'd Make you Squeak (Benefits from the wounds if they are placed on Frodo).
This card does however, have several weaknesses, namely its requirement of a tracker, which limits the minions the Shadow player can use in a deck relying on this card, and the fact that it costs an exertion (Like many other cards). In Fellowship Block, this card is especially vulnerable to condition discard, as there is no way to recover it after being discarded and it is primarily effective only in numbers (The release of the Dead Marshes in set 5 solved this issue). Under the Watching Eye grows weaker the later in the game it is played, and its own text is completely useless at site 9, although it can still be used as fuel for the abilities of minions such as Orc Guard, Orc Butcher and Orc Warrior.
