Information and Advice on deck and game in general

I probably should've posted this in the Bag End version of the Magic section, but I had a few questions.

Sweet_Stuff was kind enough to trade me three MTG starter decks of this game so I can play against my buddy. He has pretty old cards (I would assume "Vintage") and my understanding is that these decks will be newer.

So here are some questions then:
What constitutes each block?

What is the best deck per block?

How much would it cost to acquire said deck(s)?

Should I just not get involved now before I spend a lot of money?
