We’re not voting as of yet, we’re simply gathering cards to vote on next time around.
And the horn combo has been banned in PPE format, FYI.
Oh, EL, have you ever played exert to wound  with Frenzy and Saruman w/ Whisper in the Dark and Mumak Commander, GatS? I’d say its tier 1. |

Proposition: X Saruman, Servant of Sauron. That way, Frenzy of Arrows is actually balanced. If you run followers, you get punished. |

You got to the heart of the question.  If you don’t use shadow followers then the you can’t abuse either Isengard Ruined, Frenzy of arrows or Whispering in the Dark and these two last become what they what meant to be: anti-follower cards, same as tower assassin with allies. |
If you have a MW Éomer, Horsemaster, please let me know what you want for it  |

Just an idea, how about a combo ban?
But seriously, Frenzy is a NPE if you run ANY followers AT ALL. And since the Erkenbrand’s Horn combo has been banned, is Frenzy of Arrows really necessary to keep crazy followers in check? |

There are too many cobos with that Saruman. Isengard Ruined, Frenzy of Arrows, Whispers in the Dark, etc... also, cards like Black Land Sentry, GatS, and NG decks can just abuse him too much... besides, there’s a rules issue with him.

Says you, but I disagree. What Freeps run followers regularly? Hobbits, Ents, and Elves...and maybe  . Elves have archery or Elven Armaments, Ents are just tough and needed a counter anyway, and Hobbits need something to tone them down. As for , that’s a wildcard, but they’ve got plenty of beatdown anyway. |

Fighting Frodo (Gamling’s Horn is a must have), Initiative Losers, Hobbits (ring-bound and unbound, pipeweed, etc),  men, Elvents, Ents, just about any deck with any hobbits that needs to cycle, (Smallburrow), any deck that needs to trash conditions (Pallando), Ents, Gondor decks have general use followers, just about any deck anymore uses followers. |
