While the Player Council is getting all the kinks worked out, I’d like to present a format idea to CC members. This is a format in which broken decks are not permitted, thus, certain cards and card combinations are banned for overpoweredness.
Also, the legalization of SdA has created a new reason for solving these problems at once.
The base format is Standard, and we’ll vote on whether or not to ban cards. Here is the current list for the format.

Galadriel, Lady Redeemed

Demoralized
Mordor Fiend
Madril, Defender of Osgiliath

Destroyers and Usurpers
Orkish Lackey
Restricted List: (Only one copy of any of these cards may be used per deck)
Easterling Dispatcher
Namarie
Banned Combinations List: (Either card may be used in a deck, but both may not be used in the same deck)
Steward’s Legacy / Faramir, Captain of Ithilien
Scouring of the Shire / Bill the Pony, Dearly Loved
New Chapter / Erkenbrand’s Horn
Troll’s Keyward, Keeper of the Beast / Any  mount

Proposed Restricted Cards
(none)
Proposed Banned Combinations

Anyway, vote on what you want banned. Not sure what to do with the Smith...
Any card may be added to the list and voted upon, upon conclusion of initial voting. Once one side has reached 5 votes, the card will be removed from the list, and the X-list updated accordingly, if necessary.
When you vote, either quote and put Y or N next to the card (or no vote to abstain from voting on that card), put vote to carry out all aforementioned rulings, or vote not to carry out aforementioned rulings. You may also vote to carry out or not to carry out on an individual list. |

Regarding the whole Goblin Hordes / Orkish Smith situation, I would R-list Hordes (and possibly R-list Forced March). |

They’re just proposals, right now. I vote to approve all the pending alterations.
5 votes with majority bans.
Not sure about unbanning.
In a minute, I’ll list why the cards are being considered for banning. |

If we’re going with X, and not errata, X Faithful Stone, Lackey, New Chapter (although I really think an errata here would be sufficient...and it would be simple, too), Freely, Perspective (although 3 threats as an errata ought to be okay here), and D&U (although another errata should be fine). SLM and Frenzy should be Restricted.

Very good. I like this third category idea!
R-list the Smith should work...I think R-listing Hordes would also work. |

Ulaire Nelya, Third of the Nine Riders To much ease of control with the sitepath, in corruption decks, Woody-End combo means you can operate exculsively from your discard pile, Morannon Plains with Shapes Slowly Advancing, etc.
Elven Armaments Skipping the entire archery phase? Slightly OP, but the shoot in the foot to a bunch of  strategies doesn’t justify banning.
Easterling Dispatcher Excessive twilight generation, especially with all the possessions.
Namarie Condition discarding is to easy, any Three Hunters deck and hunters deck shut down many shadow strategies unfairly.

Steward’s Legacy / Faramir, Captain of Ithilien (Inifinite special ability shut-down loop)
Troll’s Keyward, Keeper of the Beast / Any mount Excessive twilight generation for Troll Swarm
Scouring of the Shire / Bill the Pony, Dearly Loved Infinite protection for  conditions and possessions.
I vote for carrying out all of the aforementioned rulings.
BTW, CG, what about Perspective.

Mental lapse. When I said "Destroyers", I meant Perspective. I’ll change that. So that’s an X vote for Perspective. (Although I’d prefer a heavier cost)
And you know, now that I think about it, R-listing Frenzy is a very sensible option. That’s 8 extra archery over the entire game, unless you run followers. If you run followers, you deserve that extra archery. Otherwise, 2 archery at a site isn’t very bad at all. |
