Well, now that we’ve got our next Shadow culture up and running, we need a FP culture to run along with it. And who better to pair with that Shadow culture ( ) than Dwarves? 
By far, the "golden age" of the  culture in my sets has already come and gone; Lasting Alliances has more cards than any of my other sets by FAR. But The Road Ahead has its fair share of Dwarves as well. After all, there were several present at the Council of Elrond, and those who have followed this set for a while know that I like making "what if?" companion versions of characters that were at that Rivendell gathering.  I also take some time to look at Moria BEFORE it was most recently deserted by the Dwarves...or should I say, before they were obliterated by being trapped on one side by the Balrog, on the other by the Watcher in the Water, and slowly picked apart by goblins in the middle. Ick.
Still, the Dwarves are strong folk, and probably held out longer than many other races would have. Hopefully, they’ll hold out well in this set, also.
We start, naturally, with the only Dwarf we see throughout The Lord of the Rings. As per usual, most of the culture centers around him, so why not?  Heeeeeeeeere’s Gimli!

Companion • Dwarf
Strength: 6
Vitality: 3
Signet: Thorin
Damage +1. Hunter 1.
While at a mountain or underground site, Gimli gains hunter 1.
While an exhausted Dwarf or another companion with the Thorin signet is assigned to a skirmish, Gimli is defender +1.

Strength: 6
Vitality: 3
Signet: Frodo
Damage +1.

I think you can safely give him hunter 2.

Hmm. I think that wording would make Gimli always defender +1.
Consider:
I assign a minion to Gimli. Now he is assigned and he has the Thorin signet. He becomes defender +1. I can assign another minion to him.
If that’s the intent, I’d say it’s powerful, but let him be (there are lots of powerful Gimlis).

No, that was NOT the intent: good catch. I DID intend that to be the case if Gimli is exhausted, but missed the signet part. I also raised the hunter bonus to 2, as AP suggested; after all, as you said, Menace, there are lots of powerful Gimlis.
EDIT: Actually, on second though, I made the second hunter bonus conditional. Shouldn’t be a problem in many Dwarf decks, though.

Yeah, I’d thought about that (especially since I have a Hand Axe in my set), but I’m not sure how to resolve it. Any ideas?

Yeah, I’d thought about that (especially since I have a Hand Axe in my set), but I’m not sure how to resolve it. Any ideas?
Maybe change it to "Gimli may bear 2 hand weapons (or 3 if he is bearing Hand Axe)." |

Or, "In addition to any hand weapons he already bears, Gimli may bear 1 additional hand weapon."
That would make it (whatever he bears) plus (one more). |

Okay, I think the issue with Gimli, Of Durin’s Folk’s "ability" working with Hand Axe properly SHOULD be fixed. Let me know what you think. or  ?

Gimli may have been the only Dwarf to travel with the fellowship, but he was not the only Dwarf at the Council of Elrond, of course. And as reviewers should know by now, I like to highlight characters that were at that gathering as potential fellowship members, and thus as companions. So here’s a couple of them...enjoy!
•Thrarin, Artisan of Erebor
Companion • Dwarf
Strength: 5
Vitality: 3
Resistance: 6
Hunter 1.
When you play Thrarin (except in your starting fellowship), you may play a condition from your draw deck.
Fellowship: Exert Thrarin and discard a possession or artifact to play a possession of the same class from your discard pile.
