In a deck with hunter minions, this new Saruman can prevent wounds to other minions. Useful on occasion, but probably not worth the card slot considering he doesn’t skirmish himself.
In any deck, this Saruman can serve as deterrent or punishment for large fellowships. But even with 6+ companions out, he’s not particularly scary... the Free Peoples player will probably just take a few extra wounds in skirmishes and be forced to stop. Every Shadow culture has access to six-companion hate cards that are more threatening than that.
Saruman, Instigator of Insurrection is definitely a versatile card, but I don’t think that’s enough in this case. "Jack of all trades, master of none," as they say. He does have a cool title though. |

Totally pathetic. I wouldn’t use him. Especially against a hunter FP. All he does is stop 3 wounds max, on minions. Who cares? I mean, unless your running against a deck that kills all other minions if a minion dies, I don’t care. (and I have yet to see one that does that, the closest I’ve seen is Treebeard, Enraged Shepherd, and that keys off of winning a skirmish, which happens anyway.
About his other ability, I think that giving all the minions hunter 2 wouldn’t matter if your opponent runs hunter companions.
He stinks, I can’t stand him. I would never use him, and his beard looks weird to. (its kinda crooked) |

In today’s Standard format, seeing 6 companions is very common. Therefore, for only 3 twilight, he seems like he’d be a nice addition to an hunter deck; each of the Uruks gets an extra +2 bonus, and he prevents wounds (good-bye, Eowyn wounding decks!). |

Hey a 3 twilight Saruman. Weird. Anyway 3 wounds prevented is nothing to sneeze at for 3 twilight he could "take 3(or 4) for the team" and and the hunter ability is nothing to sneeze at. If there are 4 companions you at the very least negate the companions hunter bonus. |

i’d say pretty good, just because for 3 twilight, you get 3 free wounds and maybe strength +2 for each minion. |
