Quite right -- they activate well before that. Bill Ferny, Agent of Saruman is no problem if you take away his special ability (Legolas, Woodland Emissary), or take him away altogether (Elven Rope). So unless you plan on playing Ferny at the beginning of assignment phase or something, I’m afraid I don’t see what you’re getting at... |
