Saruman’s Staff, Wizard’s Device. Plays on Saruman. Can I play this on the follower?

Followers cannot bear cards

The same thing applies on Radagast, Tender of Beasts and his staff

The official D rules state that followers cannot bear cards. It actually says that specific line. Whispers in the dark is an anomaly. And no one is sure what D is doing about that. Making it the exception? Or just being careless? I can guess which one.

Well, since this a TCG, cards texts go above the rules. Card says it can ride on a follower, then so it is. (old example: Card says you can see the opponent’s hand, rule says you can’t, you follow the card).

Is is rather likely that this ruling is at the edge of changing anyway...
