As a reminder, this is part of the second of 3 sets:
H1 - The Hobbit (300 cards, 110C 100U 90R)
H2 - The Battle of the Five Armies (200 cards, 70C 70U 60R)
H3 - The White Council (200 cards, 70C 70U 60R)
And it’s more or less complete, I just need the approval of the talented DCers of the cobracards forum!
Here is a (very brief) summary of the block mechanics featured in the first set:
Terror X (Each time this character is assigned to skirmish an opponent’s character, they may make that opponent exert X of their characters.)
Winged (This character can only take 1 wound per phase, regardless of its source.)
Locked - (A card that is Locked has blank game text, unless it is Unlocked. An ability or keyword that is Locked is nonexistent unless it is Unlocked.)
Unlocked - (A card can only be Unlocked if a card allows it to be. A card with no Locked text cannot be Unlocked.)

There are also a couple more that feature in this set that weren’t in the last, but I’ll get onto them later.
Here’s the culture break down, and clicking on finished cultures will take you to their card lists.

• Bay of Esgaroth
Lake. River. Each time a possession borne by a character is discarded, its owner may draw a card.
H2 U 187
• Chamber of Thror
Each Locked character is strength +2.
H2 U 188
• Desolation of the Dragon
Battleground. Plains. Burdens and threats cannot be removed. Sites cannot be replaced.
H2 R 189
• Elven Halls
Forest. Dwelling. At the start of the fellowship phase, you may spot an Elf to play an possession from your draw deck.
H2 U 190
• Erebor
Mountain. Battleground. Each time your Dwarf wins a skirmish, you may remove a threat.
H2 U 191
• Forest River
Forest. River. At the start of each phase, each wounded character is Locked until the end of that phase.
H2 U 192
• Gate of Erebor
Maneuver events may not be played.
H2 U 193
• The Iron Hills
Mountain. While you can spot 2 Dwarves, sites in this region cannot be replaced by Shadow players.
H2 U 194
• Lake-town
Lake. Dwelling. When the fellowship moves to this site, each player may draw a card or discard a card from hand.
H2 C 195
• Lower Halls
Underground. If this site is stacked on a player’s card, it gains ’Skirmish: Discard this site to wound a skirmishing character.’
H2 C 196
• Misty Mountains
Mountain. If this site is stacked on a player’s card, it gains ’Fellowship or Shadow: Discard this site to draw 2 cards.’
H2 C 197
• River Running
River. If this site is stacked on a player’s card, it gains ’Maneuver: Discard this site to play a possession or artifact from your discard pile on your character.’
H2 U 198
• Ruin of Dale
Battleground. When the fellowship moves to this site, the Free Peoples player must discard a Free Peoples possession from play or 3 cards from hand.
H2 U 199
• Side-Door
Mountain. When the fellowship moves to this site, each card is Unlocked until the end of the regroup phase.
H2 U 200

Very minor issue, but is the • necessary?
The idea is nice, but again...discarding someone else’s site just seems wrong to me. Imagine snagging a Woody-End out from a Forestguls player’s nose, or a Bridge of Khazad-dum from someone banking on it for their Balrog, and then discarding it and REALLY taking it away. It may not be overpowered (though then again, it may be anyway), but it certainly makes for a serious "NPE".

Same thing here. Perhaps return the site to their owner’s adventure deck instead. Much more fair that way, I think.

Funny you should say that. I said there were 2 clarifications I needed to make for site stacking. They were (and in fact still are):
1) Discarded sites return to their owner’s adventure deck
2) If a player cannot play the fellowship’s next site, their first opponent chooses a stacked site (belonging to any player) and places it next on the adventure path.
Though removing sites from the game is something I’ve never thought to touch on, that is a very interesting idea!
Also, the • is not entirely necessary, but all sites are technically unique and always have them on D’s card lists, so I thought I’d add them, just in case you’d forgotten!
